XI Warmian-Masurian Road Forum: roads of the future, a leap into the unknown

On September 14-16, 2025, the XI. edition of the Warmian-Masurian Road Forum – one of the most important events in the Polish road industry. The meeting brought together experts, local government officials and practitioners, and its topics were exceptionally strategic.
The Forum was opened by: Zbigniew Kotlarek, President of the Polish Road Congress, and Katarzyna Sobiech, Deputy Marshal of the Warmian-Masurian Voivodeship.
This year’s edition focused on five areas:
The block on the preparation of the country’s transportation infrastructure for defense needs and the debate Defense infrastructure – a challenge of necessity, which was attended by representatives of the military, railroads and the road industry, aroused the most excitement. These discussions dealt with issues that are particularly important for all of us in the current situation.
Great interest was also aroused by a presentation on Key investments on voivodeship roads of Warmia and Mazury given by Waldemar Królikowski, director of the Voivodeship Roads Management Board in Olsztyn, in which he pointed out the key method of forecasting the condition of roads depending on financial outlays, implemented by Heller IG.Â
The director also presented a method for forecasting risks on roads using the Safety Performance Function (SPF), implemented at ZDW by Heller Consult. Thanks to the use of a unique statistical model, it was possible to identify potentially dangerous sections with an increased probability of traffic incidents. This innovative solution takes into account not only data on accidents, collisions and traffic volume, but also factors such as the condition of the pavement or the presence of trees in the road lane, enabling more effective planning of investments and preventive measures to prevent road incidents.
XI. Warmian-Masurian Road Forum showed that the future of the road industry is not only about infrastructure development, but also about responding to security and defense challenges. Conclusions from this year’s deliberations will be a valuable signpost for further activities in the industry.
